/etc/apt/apt.conf.d/90nopdiffs:

Acquire::PDiffs "no";

Note that APT will still download PDiffs if apt-file is installed.

Limit release

/etc/apt/preferences.d/limit-release:

Pin: release n=stretch  # or: a=stable
Pin-Priority: 50
